Abstract

The article deals with the essence of such concepts as budget, deficit and surplus. The state budget of different countries, in particular the European Union, is analyzed. Methods of analysis, synthesis, tabular, induction, deduction are used. Budget deficit may cause a rise in public debt, which will entail additional budget expenditures and thereby lead to an increase in the budget deficit. Deficit and surplus are important budget indicators that help determine the state of public finances.

The advantages and disadvantages, features and reasons for the existence of surplus and lack of budget funds were determined.
